Al fin y al cabo, no pueden ganar dinero si sus camiones -y las mercanc\u00edas que transportan- no pueden circular por las carreteras. Sin embargo, existe un subconjunto de transportistas comerciales que optan por eludir la ley cambiando su identidad, y amenazan la seguridad de los que comparten la carretera con ellos en el proceso.<\/p>\n<p>Conocidas como \"transportistas camale\u00f3n\", estas empresas de transporte utilizan lagunas en el sistema para cerrar sus operaciones y luego volver a abrirlas con un nombre diferente y un nuevo n\u00famero USDOT, lo que les permite \"reiniciar\" su historial de seguridad. Aunque abundan las cuestiones \u00e9ticas, el principal problema de los transportistas camale\u00f3n es que tienen tres veces m\u00e1s probabilidades de verse implicados en un accidente que cause un herido grave o una v\u00edctima mortal, en comparaci\u00f3n con otros transportistas \"nuevos\".<\/p>\n<p>Hasta hace poco, no hab\u00eda mucho que se pudiera hacer contra estos transportistas camale\u00f3nicos, simplemente porque las agencias gubernamentales como la Administraci\u00f3n Federal de Seguridad de Autotransportes (FMCSA) no pod\u00edan investigar de manera realista a cada nuevo solicitante -a menudo decenas de miles cada a\u00f1o- para asegurarse de que no hubieran estado operando previamente bajo un nombre diferente. Seg\u00fan datos de la FMCSA, el n\u00famero de transportistas \"conocidos\" que han reabierto con un nuevo nombre pas\u00f3 de 759 en 2005 a 1.136 en 2010, lo que supone un aumento de casi el 50% en s\u00f3lo cinco a\u00f1os. Para combatir este aumento, la FMCSA est\u00e1 empleando nuevas t\u00e1cticas, como un software que utiliza un algoritmo basado en el riesgo para determinar la probabilidad de que el solicitante haya tenido problemas de seguridad anteriores bajo un nombre diferente. Aunque sin duda es una mejora del proceso de investigaci\u00f3n, no se puede negar que los infractores se cuelan en el sistema. Por ejemplo, en septiembre de 2017, <a href=\"http:\/\/www.landlinemag.com\/story.aspx?storyid=70864#.WqBAf_nwZtQ\" target=\"_blank\" rel=\"noopener\">dos hermanos fueron acusados en un tribunal de distrito de Utah<\/a> por crear al menos 12 compa\u00f1\u00edas diferentes con nombres de otras personas entre 2009 y 2012, todo ello para eludir su accidentado historial de seguridad.<\/p>\n<p>El GOA se\u00f1ala que la mejora de la investigaci\u00f3n de antecedentes es un paso positivo, pero podr\u00eda hacerse m\u00e1s para impedir que los transportistas sospechosos hagan negocio y que sus conductores inseguros circulen por las carreteras de nuestro pa\u00eds. Para poner esta amenaza en perspectiva, el estado de Ohio <a href=\"http:\/\/www.wkyc.com\/article\/news\/investigations\/investigator-unsafe-trucking-companies-change-identities-to-dodge-inspections\/440155000\" target=\"_blank\" rel=\"noopener\">realiz\u00f3 87.000 inspecciones de camiones<\/a> en 2016, que oblig\u00f3 a retirar de la circulaci\u00f3n 18.000 camiones.
